What is a Charrette?

A Charrette is a meeting in which a group of individuals draft a solution to a design problem. Colored markers are used on aerial maps by several sub-groups to draw proposed changes and desired outcomes for a geographic area (such as our Downtown). Charrettes are intended to quickly generate a design solution while integrating the aptitudes and interests of a diverse group of people.

What is Form-Based Coding?

A form-based code is a way to regulate reconstruction and development to create a specific look to a defined geographic area. A form-based code will take into account facades, scale, building types (minimum and maximum heights, parking locations, roof types, transparency, and build-to lines), uses and a regulating plan. The intention of this form-base code is to facilitate a aesthetically complementary and consistant look to our Downtown.

What can I expect from the first public meeting?

The first public meeting will center on defining the roll of Downtown Bloomington in the McLean Co. region. Included in this will be an overview of the history of Downtown redevelopment, the process of the Downtown Strategy, and both large group and small group interactive activities. These activities will be the start of identifying assets, determining priorities, defining market voids, and setting appearance and character preferences.
What comes next?

The consultant team of Farr Associates will analyze existing conditions, and then combine with the market study and input from the public meetings. This data will be used to create a draft master plan which incorporates transportation, retail, parking, for based-codes, and an implementation strategy. Once this draft master plan is complete, it will be presented at a public meeting (late summer 2009) for questions and comments before the final Master Plan is prepared.

What will the study be looking at?

The Downtown Strategy will be addressing several aspects of Downtown Bloomington including (but not limited to):

  • Market analysis: retail and economic framework and development opportunities
  • Transportation: pedestrian recommendations, streetscape improvements, alternative transportation improvements and recommendations
  • Parking: analysis of current resource and how to manage, framework plan to set policy that will support master plan.
  • Form-based code: Zoning, regulating plan for street types and building types
  • Implementation Strategy: roles and responsibilities including a timeline
  • Financing strategy: assessing many potential options
